| BIOS Your LCP Team CS & Associates’ President, Charla Curtis, coordinated the daily implementation of the State’s first DIR-approved Labor Compliance Program, and, together with her staff, now provides top-notch services for districts and agencies throughout the state. Charla Curtis, President Charla founded CS & Associates in 2003 to meet the growing need for LCP consultants and offers more than 15 years of experience in labor compliance, code enforcement, contract compliance and investigations. As the Program Coordinator for the Los Angeles Unified School District’s LCP, she amassed a wealth of knowledge and practical experience while administering an approved program for more than 1,200 active construction projects. She has conducted numerous technical investigations, while monitoring project sites, as well as having conducted audits and the enforcement of the payment of prevailing wages on public works projects. She has also represented Districts and agencies in more than 25 appeal hearings, having negotiated and participated in more than 175 case settlements. Regina Schweska-Mayes, Labor Compliance Officer Regina has conducted hundreds of audits on behalf of the Los Angeles Unified School District’s DIR-approved LCP and for CS & Associates, developing expertise in the areas of records review, complaint authentication and calculation of back wages and penalties. With more than seven years of hands on experience, she specializes in leading the day-to-day compliance effort on LCPs, with strengths in project monitoring, complaint investigations, technical and investigative reporting, and in conducting pre-bid/pre-construction meetings. She is a highly skilled auditor and proactively instructs contractors in properly completing certified payroll records and meeting many other reporting requirements. Veronica Avila, Labor Compliance Analyst/Auditor Veronica brings valuable knowledge in the areas of trade classifications, with specific expertise in technology related scopes-of-work, as well as certified payroll record review and verification. She brings more than five years of experience in conducting audits and calculating back wages and penalties for Los Angeles Unified School District projects, resolving more than 300 worker complaints in a single year. As an experienced data collector and expert records analyst, she provides considerable value to the integrity of our project team. Lisa Gourdine, Labor Compliance Manager Lisa brings more than 10 years of experience in coordinating and managing the delivery of consulting services to School Districts and to private and public sector agencies. She has undergone extensive training in the implementation of AB 1506, the requirements for LCP approval as well as in the required procedures for implementation of these programs. Her particular areas of expertise are specialized client services and operations management. | |
