| PLA SERVICES Project Labor Agreement Services and Experience Having previously administered a Project Labor Agreement (PLA) for more than 1,200 ongoing construction projects, in conjunction with a Labor Compliance Program, CS & Associates, Inc. understands that a few of the objectives for each of the programs overlap, however, in most cases these objectives differ greatly and create potential conflict of interest issues for a District, if not properly administered. CS& Associates staff has extensive, hands-on experience in interpreting, coordinating, and implementing the terms of a PLA and has developed an extensive understanding of the goals of these unique agreements between an agency and the Building and Construction Trades Council. We represent and advise school districts, college districts and awarding agencies’ interest in an objective, proactive manner. This experience provides the ability to readily advise of the steps contractors will have to take to comply with the terms of a project labor agreement and to adequately inform Trade Union officials of the status of contractor compliance on projects. Because of our experience in conducting outreach activities, which assist contractors in meeting specified employee hiring goals, and experience in conducting in-service training designed to inform contractors of PLA requirements, we can provide comprehensive advise and assistance in these and all areas related to the administration of a PLA. | |
